Attending the congress were senior leaders of the Party and State, representatives from ministries, central agencies, provinces, and cities, international friends, and 1,000 exemplary individuals representing more than 35,000 officers and employees of the Vietnam Oil and Gas industry who had achieved outstanding results in the five-year patriotic emulation movement (2006–2010).
On behalf of the Party and the State of Vietnam, Prime Minister Nguyễn Tấn Dũng warmly commended and congratulated all generations of PetroVietnam officials and employees, expressing his belief that the industry would continue to strive for even greater achievements and that the patriotic emulation movement would remain a powerful driving force in building and developing the Group.
The Prime Minister emphasized that over nearly half a century of formation and development, generations of PetroVietnam workers have upheld the industry’s proud traditions, actively launched and implemented patriotic emulation campaigns, successfully accomplished their goals and tasks, and made significant contributions to national liberation, reunification, and the country’s industrialization and modernization.
The entire industry has effectively implemented the directives of the Politburo, launched numerous practical and meaningful emulation movements, and inspired the entire workforce to overcome difficulties and dangers, work creatively and enthusiastically, and develop the oil and gas sector across all areas. In the renewal era, PetroVietnam’s workforce has resolutely carried out its “acceleration strategy”, developing comprehensively in exploration, production, processing, transportation, storage, distribution, export, and related service industries.
To date, PetroVietnam’s total revenue has exceeded USD 110 billion, with an annual growth rate of nearly 20%. Every year, PetroVietnam contributes about 18–20% of national GDP, 28–30% of total state budget revenue, and 15% of national export turnover. The Group has affirmed its role as a leading economic engine, an effective macroeconomic regulatory tool for the Government, and an active force in protecting national sovereignty and performing social welfare missions.
In his directive speech, the Prime Minister expressed agreement with the Group’s proposed directions and tasks for the 2011–2015 period, and instructed PetroVietnam to focus on four key tasks:
Enhance patriotic emulation and commendation work—linking emulation campaigns closely with the Group’s core missions and with the movement “Studying and following the moral example of President Hồ Chí Minh.” The Prime Minister stressed that emulation and commendation should serve as a true driving force for fulfilling Party and State assignments, contributing to successful implementation of the Group’s development strategy. He urged the Group to frequently launch thematic and peak emulation movements, innovate in form and content, and ensure practical, effective outcomes in alignment with national emulation programs.
Promote and honor exemplary individuals and collectives, publicizing their achievements to inspire widespread participation throughout the sector. The Prime Minister also called for timely recognition and rewards for employees with outstanding achievements, especially direct laborers and skilled workers, ensuring their efforts are valued and encouraged.
In the context of global integration and technological advancement, PetroVietnam must strive for higher efficiency, effectively utilize capital, and modernize its infrastructure. The Group should continue diversifying business activities and products, enhance management and technical capacity, and train high-quality engineers and workers. The Prime Minister emphasized the need to strengthen research and technological application, aiming to make Vietnamese oil and gas products globally competitive, with higher quality, lower costs, and greater localization.
Strengthen coordination with relevant ministries and agencies to develop high-quality human resources, considering it a strategic priority for accelerating industrialization and modernization and ensuring sustainable development of the oil and gas sector.
Additionally, the Prime Minister urged PetroVietnam to focus on Party building, promoting unity, ethical standards, anti-corruption efforts, thrift practice, and improving the material and spiritual lives of employees, while efficiently managing national resources and protecting the environment.
He also highlighted that more than ever, the oil and gas sector must uphold its tradition of loyalty, courage, dedication, creativity, and solidarity, continue overcoming challenges, and build a strong, modern Vietnamese oil and gas industry, worthy of being a pillar of the national economy, comparable to leading oil and gas corporations in the region and the world.
During this 2nd PetroVietnam Patriotic Emulation Congress, Prime Minister Nguyễn Tấn Dũng presented:
The Labor Hero Title to the Vietnam Petroleum Technical Services Corporation (PTSC) and Mr. Trương Văn Tuyến, Head of the Dung Quat Refinery Project Management Board and Chairman of Binh Son Refining and Petrochemical Company.
Various Orders and Medals (including the Order of Independence and Order of Labor) to outstanding individuals and collectives, along with Certificates of Merit from the Prime Minister, the Ministry of Industry and Trade, and national-level commendations for exemplary achievements.
PetroVietnam also honored 16 exemplary collectives, 49 outstanding individuals, and 35 exemplary front-line workers who had made direct contributions in production. These movements have successfully fostered professional pride, innovation, and creativity, driving improvements in technical solutions, production rationalization, and management efficiency, while building a strong corporate culture that enhances cohesion and productivity.
According to General Director Phùng Đình Thực, from 2006 to 2010, PetroVietnam’s emulation movements were tailored to the industry’s specific conditions, helping inspire confidence, pride, and responsibility among employees. Over this period, the sector achieved 739 recognized innovations and technical improvements, generating over USD 52 million and VND 380 billion in economic benefits. Through thrift and anti-waste campaigns, PetroVietnam also saved more than VND 2,570 billion, demonstrating the tangible results of its patriotic emulation efforts.
