Starting from January 15, 2010, when Decree No. 107/2009/NĐ-CP on gas trading issued by the Government takes effect, wholesale gas traders will be required to publicly announce their selling prices and take responsibility for pricing within their distribution systems.
In addition, wholesale gas traders will be responsible for ensuring an adequate gas supply within their managed distribution networks and maintaining product quality in accordance with current standards. Any adjustments to gas selling prices, whether increases or decreases, must be reported to the Department of Industry and Trade in the localities where their distribution networks operate.
The Vietnam Gas Association and market management authorities will conduct regular inspections to detect violations, demand explanations, and impose appropriate sanctions. For end users, if they discover retail outlets selling gas of poor quality or insufficient weight, failing to comply with safety regulations, selling at unauthorized prices, or not implementing promotional policies (if any), they should report these cases to wholesale traders, general agents, distributors, or competent authorities for timely intervention and resolution.
