Comrade Tô Huy Rứa, Politburo Member, Secretary of the Party Central Committee, and Head of the Central Propaganda Department; along with leaders of ministries, central agencies, mass organizations, Labor Heroes, and representatives of generations of petroleum sector workers attended the event.
On behalf of the Politburo and the Party Central Secretariat, Comrade Tô Huy Rứa extended congratulations and praised the achievements of the leadership, Party members, and employees of the oil and gas sector. He emphasized that the establishment and development of Vietnam's petroleum industry is of special significance, stemming from the burning desire and faith of President Hồ Chí Minh, as well as the determination of the Party and the entire nation.
Over nearly half a century, from its early days amid numerous challenges, the petroleum industry has made significant progress. Vietnam Oil and Gas Group (PVN) has not only fulfilled its mission to stabilize and develop production and business, but has also become a leading economic group, contributing to macroeconomic regulation, ensuring social welfare and energy security, and safeguarding national sovereignty at sea.
PVN stands out as a top-tier economic-technical group, having successfully integrated the dual mission of economic development—considered the central task—and Party building as the key task.
The Party Committee of PVN has been the true nucleus of leadership across all sector activities and a bright example in the movement “Study and follow Hồ Chí Minh’s moral example,” with many outstanding collectives and individuals.
Comrade Tô Huy Rứa expressed his hope that PVN would continue integrating political and business tasks with the moral campaign. He called on Party members and staff to deeply internalize Hồ Chí Minh’s ideology and ethics, with core values being diligence, thrift, integrity, righteousness, impartiality, and “a heightened sense of responsibility in wholeheartedly serving the nation and the people.”
Speaking at the event, Phùng Đình Thực, Deputy Party Secretary and General Director of PVN, emphasized that realizing Hồ Chí Minh’s Testament means effectively carrying out the political mission of the sector.
Following the example of President Hồ Chí Minh, PVN’s leadership and Party organizations have practiced strict thrift, saving hundreds of billions of đồng annually from operating budgets. The group has also contributed thousands of billions of đồng to social welfare, healthcare, education, and building solidarity houses in poor districts.
At the event, PVN’s Party Committee presented flags of merit to units with outstanding achievements over 40 years of implementing Hồ Chí Minh’s Testament.
On August 31 in Hanoi, PVN’s Party Committee held a seminar titled “Vietnam’s Petroleum Sector – 40 Years of Implementing Hồ Chí Minh’s Testament.”
Former General Secretary Đỗ Mười sent a congratulatory letter. Attendees included Phạm Thế Duyệt, former Politburo Member and former Chairman of the Central Committee of the Vietnam Fatherland Front; Central Party members Võ Đức Huy (Secretary of the Party Committee of Central Enterprises) and Đinh La Thăng (PVN Party Secretary and Chairman of the Board), as well as many past and present PVN leaders.
In implementing Hồ Chí Minh’s Testament, PVN has become a key pillar of the national economy, maintaining business stability, contributing to social welfare, and serving as a tool of macroeconomic regulation.
The group is currently operating 14 oil fields in Vietnam and one overseas, with a cumulative output of nearly 250 million tons of crude oil and over 50 billion cubic meters of gas. Crude oil exports have earned nearly USD 65 billion, contributing around USD 35 billion to the state budget. PVN has also attracted over USD 10 billion in foreign investment for domestic oil and gas exploration, generated nearly VND 160 trillion in owner’s equity, and commissioned numerous major projects in gas-power, refining and petrochemicals, and oil and gas services to support national economic development.
PVN has been awarded the Hồ Chí Minh Order, the title of Labor Hero, and many other prestigious honors by the Party and the State.
The seminar papers proposed solutions to strengthen Party building and rectification efforts, maintain unity within the group’s Party organization, enhance the quality of implementing the moral campaign, and advance sector development goals. These include building a fully integrated and modern petroleum industry—covering exploration, extraction, transportation, storage, distribution, services, and trade—and turning PVN into a strong, diversified business group both domestically and internationally.
